What makes pilgrim transport different
A typical Umrah programme moves a group from the airport in Jeddah or Madinah to hotels in Makkah, between Makkah and Madinah, to Ziyarat sites, and back to the airport for departure. Each group may have dozens of pilgrims, arrive on several flights, include elderly passengers and wheelchair users, and be booked through a chain of agents in the pilgrims’ home country. Hajj multiplies all of it, with the whole season concentrated into a few days.
That means pilgrim transport software must think in groups, manifests and itineraries rather than single trips.
Manifests: the heart of group transport
Every group booking needs an accurate passenger manifest: names, passport or identity details as required, flight, hotel and any special needs. Manifests usually arrive from agents as spreadsheets, often late and often with errors.

A full programme can be one booking with many legs: arrival, intercity transfer, Ziyarat tours and departure. Each leg has its own date, time, vehicle and locked price, but the agent sees one booking and one invoice. Timing around flights and prayers
Arrival legs should be linked to flights so delays move the pickup automatically. Departure legs need generous buffers: groups take longer to board, and missing a return flight is expensive for everyone. Intercity and Ziyarat legs are planned around prayer times and hotel check-in and check-out, so your dispatchers need a clear view of each day’s legs by time and vehicle.
Compliant vehicles and drivers
Pilgrim transport is closely regulated. Vehicles need valid registration (Istimara), insurance, operating cards and inspections (Fahas); drivers need valid residence permits (Iqama), licences, Transport General Authority driver cards, medical certificates and police clearance. Most pilgrims are booked through Umrah agents abroad, often with a local partner in between. No company owns enough coaches for the peak of the season. Plan sub-contractors in advance and record every vendor vehicle and its cost on the trip, so margins stay visible and vendors are paid correctly. Transport companies in Saudi Arabia charge 15% VAT and must issue e-invoices under ZATCA Phase 2: B2B invoices cleared before issue, B2C invoices reported within the deadline, bilingual Arabic and English with a QR code. When invoices are generated from the bookings and post to the ledger automatically, season-end reconciliation with each agent takes hours instead of weeks.
